Bug Description
On many displays and configurations it is hard to differentiate between an active or focused tab and non. If you inverted the tab:active widget gradient/shade/text CSS for the default theme, you could not only save time but keep that task in focus in any field of vision. On long file name tabs in Scratch, any site with a fav-icon in Midori, or in the dark Pantheon Terminal, I could see this being incredibly helpful. I'm sure there is a better way but if you can put the two side by side you will see the problem.

This should be fixed in the 3.14 branch.
Active tabs:
* have a box shadow
* have a light-to-dark gradient
* have rounded top corners
* have a close button
Inactive tabs:
* have an inset box shadow from the toolbar
* have a dark-to-light gradient
* have a lower contrast label color
* Do not have a close button
