Please split shibboleth-sp to multiple packages

Bug Description

The packages moonshot-gss-eap and libshibresolver1 from the rpms/centos6 branch of the Moonshot repository pull in the package shibboleth-sp through library dependencies. This package contains the Shibboleth Service Provider runtime libraries, daemon, default plugins, and Apache module(s), all in the same package.

Installing it causes, among other things, a user and group to be created and the shibd daemon started and placed on runlevel. Apache is also restarted if it's running.

As far as I can tell, moonshot clients don't necessarily need all of this. Could you please split out the libraries as a separate package so one could avoid having to install shibd?

Rhys, how do we want to progress this issue?
The general concern definitely seems valid, but it seems like we don't
want to fork the Shibboleth packaging, so it seems like it would be
desirable for Janet to raise the issue with the Shibboleth consortium.
How do we make that happen?

Do we have any other issues that we want to bring to the Consortium's attention? Or is this a one off?

The Centos xerces and xml-security mess.

If this has been fixed by the Shib Consortium, PS may need to change dependencies. Waiting for confirmation from Rhys that this has been done.
