when there is a horizontal scroll bar you can't drag up from the bottom of the window

Bug Description
not really sure if this application has much desktop relevance, but it seems to get the URL bar you click and drag up from somewhere near the footer of the window, but if there is a horizontal scroll bar then you can't get low enough for the drag to start.

The new design moved the chrome to the top, thus resolving this issue as a side effect.
