Driver does not have basic Cinder support (attach/detach volumes)

Cinder is a core project and thus nova-docker should support Cinder to pass refstack tests.

Initially this support should simply satisfy attach_volume/detach_volume

Looks like the upstream work ended up here - https://github.com/docker/docker/pull/6961 and the code has been merged

Sadly that is not the case. The driver does it dynamically and we are still waiting on https://github.com/docker/docker/pull/8348
