Bug Description
First, we should replace fixed dependencies in nailgun requirements.txt with ranges.
Second, we should do the same for our rpm specs.
Third, we should review dependencies in astute.gemspec and get rid of fixed versions where it is possible.
Forth, fuelclient has fixed dependencies.
Fifth, shotgun has fixed dependency.
Each fixed dependency needs clear reasoning in code comments.
