linux-headers-3.11* do not provide 'linux-headers'

Bug Description

The packages 'linux-headers-3.11.*' (part of the Saucy LTS Enablement Stack for precise) do not have a 'Provides" field containing 'linux-headers'. Thus, any dependencies on 'linux-headers' will not be satisfied by any linux-headers-3.11.*' package. The corresponding packages from the previous LTS stacks did.

To check:
apt-cache show linux-headers-3.2.0-61-generic-pae | grep Provides
> Provides: linux-headers, linux-headers-3.0
apt-cache show linux-headers-3.5.0-48-generic | grep Provides
> Provides: linux-headers, linux-headers-3.0
apt-cache show linux-headers-3.8.0-26-generic | grep Provides
> Provides: linux-headers, linux-headers-3.0
apt-cache show linux-headers-3.11.0-20-generic | grep Provides
> (empty)

I ran into this while trying to install virtualbox-4.3 from their official repos, but there are also native Ubuntu packages depending on linux-headers, e.g. nvidia-96, nvidia-173, alsa-source and others.
