LSK: hwpack publishing on to snapshots broken

While Validating LSK builds on LAVA it is been noticed that LAVA jobs failed due to Unable to download hwpacks from snapshots.linaro.org.

The builds have switched to the publishing API. Permissions on server have prevented proper deployment. fixed now.
