Nova notification introduces a hard dependency on novaclient

The nova notification patch introduces a hard dependency on novaclient when it is a runtime-configurable dependency. The import from novaclient should be conditional on the appropriate nova notification options being enabled in the config.

Some more context: oVirt uses Neutron in a standalone manner - IE: Install Neutron API + agents + Keystone on a machine, then integrate it with oVirt to provide advanced networking services. Introducing more dependencies (Like Nova) is an issue for such a use case. I'm not saying from Neutron's point of view this is a high priority deal or anything, just providing some context.
