git-p4 wrongly desactivated

Bug Description

git-p4 from mainstream is replaced by a dummy script saying that git was built without python bindings.
But the script didn't relyin on any git binding so it could be distributed even though git is built without python support.

In git 2.0.0-2, git-p4 is no longer installed at all. As explained in https://bugs.debian.org/715534, it will not be added to the git package for license reasons. It may be added to a separate package in contrib or non-free if someone volunteers to package it.
