can-upgrade-to suggests a downgrade

Soon after doing a "juju upgrade-charm", I ran status and got:
    charm: cs:~juju-qa/precise/juju-reports-14
    can-upgrade-to: cs:~juju-qa/precise/juju-reports-13

That would be a downgrade.

I am still seeing this with Juju 1.25.3-0ubuntu1~14.04.1~juju1 e.g.

In fact it appears that the versions juju thinks are available are totally wrong on all cases - http://paste.ubuntu.com/15346711/
