boot-wrapper-aarch64 (for Foundationv8 model) sets CNTFRQ_EL1 to 24MHz whereas the GlobalCounter clock input is 100MHz.

In the Makefile, the CNTFRQ value is 24MHz, which is the clock frequency of the Verstile Express HW, but the model has a 100MHz clock input to its GlobalCounter module.
