Bug Description

DNS/__init__.py uses ipaddr when ipaddress is not available, but DNS/Lib.py and DNS/tests/test_base.py are missing ipaddr fallbacks, which results in failures with Python <3.3.

I attach patch.

If it matters, Gentoo only supports python-2.7.x, 3.4.x, and 3.5.x these days. This issue was only with 3.1.x and 3.2.x, so should not affect us any longer.
