Limit to Pending POs when adding records to existing POs

When adding a bib record to an existing purchase order via Catalog -> Actions for This Record -> View/Place Orders, the purchase order auto-complete name entry box, where the user selects the PO for the record, should limit the set of displayed PO's to those which are in the "new" or "pending" states. These are the only valid PO states for adding new lineitems. Plus, limiting the displayed set of PO's makes it easier / faster for staff to isolate the correct PO in the list.
