zram-config doesn't use systemd in utopic

Bug Description

upstart use in utopic is being replaced by systemd.

zram-config doesn't support systemd at all.

systemd-zram-service might need packaging as part of this package, or elsewhere.

As of the march 10th lubuntu desktop iso I have from prgep systemd

 meaning that systemd is indeed pid 1

and that running `swapon --summarry `
Filename Type Size Used Priority
/dev/sda6 partition 4002812 0 -1
/dev/zram0 partition 1010292 0 5
/dev/zram1 partition 1010292 0 5

so zram is working with systemd now in vivid.
