Add OSTF testcase for booting instance from the volume

We have 3 tests in OSTF for instances
- Create volume and attach it to instance
- Launch instance
- Launch instance, create snapshot, launch instance from snapshot

We have to add an another one:
- Create bootable volume and launch instance from it

That would allow us to early detect in CI and prevent such an issues like https://bugs.launchpad.net/fuel/+bug/1319046.

    Add test create volume and boot instance

    Add new test in smoke test run:
    * create volume from image
    * wait available status
    * boot instance from created volume
    * wait active status
    * delete instance
    * delete volume
    * check that volume deletion complete

    Update expected fail count

    Should be merged after

    There is one additional test in OSTF for volumes,
    so we should expected count of fail ostf test
    for each system test without cinder or ceph nodes.
