left side header panel doesn't expand but show up arrow

Steps to reproduce:
1.login as admin
2.click 'Project' dashboard expand panels.
3.click 'Network header' expand panels
4.click 'Admin' dashboard expand panels
5.click 'Project' dashboard expand panels.

Now we can see 'Network' header doesn't expand, but it show up arrow

Unfortunately, we've already merged the similar fix for bug 1405681. Despite this bug was filed much earlier, it should be marked as duplicate.

This bug doesn't need to click into panel, just click
panel header and dashboard, and i test it exist now.
