shotwell shows incorrect time

Bug Description
Shotwell shows a photo being shot at 11:11 although the original EXIF data give the time as 23:11. By default, the dconf key org.yorba.
When enabling the dconf key, it still does not use the 24 hour format.
This is in so far a problem that the 12 hour format is (at least without Anglo-Saxon AM/PM) incorrect.
Preferably Shotwell should make use of the system-wide setting for the 12/24 hour format, which is automatically derived from the localization.
