match/merge bibs on indicator content

Vandelay (and batch update, and other means of making use of the bib overlay code) currently does not understand indicators. Here linked is a WIP branch that adds the ability to optionally investigate indicators on a tag to determine if an overlay rule matches. For instance, adding a $9 to 856 only when the indicators contain specific values.
