Bug Description

During recent refactor tripleo-incubator stopped passing PowerSSHHost, PowerManager and PowerUserName and corresponding Ironic configuration into heat causing breakagaes refusing to connect to host via ssh.

    tripleo not configuring baremetal correctly in undercloud

    During a recent refactor to devtest_undercloud we stopped
    passing the virtual power settings to the undercloud causing
    SSH connection errors to the host.
