windows are placed a far top of screen even after being moved

Bug Description
I'm using the latest Trusty unity.
Whenever I launch a program like 'virt-manager' it places the window at the far top of the screen and I need to use 'Alt-Click' to move it such that the title bar is clickable. Even after moving the window whenever I re-launch the program it continues to be placed at the same location.
