apport-collect won't connect with Launchpad if already logged in

Bug Description

I used apport-collect to report details for another bug here on Launchpad. I just ended up going to an "already logged-in" web page. Only when I logged out and then ran apport-collect did I get asked to log in, and *then*, after logging-in, the process ran fully.

This release of Ubuntu is no longer receiving maintenance updates. If this is still an issue on a maintained version of Ubuntu please let us know.
