OSTF tests fail on Ubuntu HA: Nova-api returns 504 error

Steps to reproduce:
 1. Create new environment (Ubuntu + HA + NovaNetwork)
 2. Select Ceph for Cinder and Glance
 3. Add 3 controllers+ceph and 2 computes+ceph
 4. Start deployment
 5. Deployment is successful, but health checks for Nova failed

504 error from nova api - it is not ostf part
As about flavor creation we should create separate issue to verify is flavor object exists and than only invoke it

Cannot reproduce on #193. OSTF test for Galera has been passed also.
The reported issue could have been caused by the broken Galera cluster, but sadly it is not clear from OSTF logs either Galera test had been passed or not

The VIP migration could cause the temporary 504 Gateway timeout for nova as well. Let's try to figure it out from the pacemaker logs...

I cannot see any signs of VIP migrations in logs as well. I update the status as invalid because the source of the issue is unclear and it cannot be reproduced.
