The screen isn't turning off when the login screen is shown

Just as the screen is fading the login screen pops up and the fading immediately stops and the screen goes back to full brightness.

 Even though the "Brightness & Lock" settings are set to "Turn screen off when inactive for 5 minutes" the screen does not turn off after this.
