Nova/Compute API /limits does not explain that a value of -1 means "infinity"

It is well known among OpenStack users that a limit value of -1 means "infinity" for limits. But a user who has just picked up the API documentation might not know this, and their code may do the wrong thing with -1. This includes Heat developers, as we have this bug:

I would suggest a clear explanation of what -1 means in this context.
