Can't change date or time manually

Bug Description
1) Ubuntu 14.04
2) 14.04.3+
3) I should be able to use the GUI "Time & Date Settings" manual option to set the date/time.
4) Changes were just completely ignored
I also had issues changing the date on 12.04, but time seemed to work there.
Step by step:
1. Click on the Clock and go to Time and Date Settings
2. Switch "Set the Time" to manually.
3. Change the date and time and close the window.
4. Click on the Clock and go to Time and Date Settings, see how the time/date is back to where it was before.
