pping dies when carbon is unavailable

Bug Description

The pping daemon dies if the carbon backend is configured on localhost but is not accepting packets/not running (NAV 4.0.1). This isn't very robust - whether or not carbon is actually there to receive the datagrams should be irrelevant for the operation of the pping daemon.

A similar problem exists with ipdevpoll, but there the daemon doesn't crash, but all the jobs keep failing until the carbon backend comes back up.
