[cli-reference] "Image Service property keys" should be a sub-chapter of "Image Service command-line client"

I think in the cli-reference the chapter "Image Service property keys" should be a sub-chapter of "Image Service command-line client".

That's fine with me. Be sure the xml:id remains the same because the Image Service API points to that file in a response from its API I believe.

Based on Anne's comment, I assume the content in ch_cli_glance_property_keys.xml needs to be a separate file and can't be moved into the ch_cli_glance_commands.xml file in the generated folder? Is this change achievable?

    rename "ch_cli_glance_property_keys.xml" to
    "secton_cli_glance_property_keys.xml" separately.
    also, change chapter element to section element.
