Unminimizing a window in a different workspace causes the window to be opened in the current workspace

When I minimize a window in a workspace, switch to another workspace, and then try to switch to that minimized window the window will maximize in the current workspace but will do a 'move window between workspaces' like effect to get to the workspace that the selected window was in.

Steps to Reproduce:

Minimize a window.

Switch to another workspace.

Click on the minimized window in the dock.

A fix could have the window already maximized when you click on the icon in the dock and are switched back to the workspace.
