NoJS refuses to allow local (file:///) scripts

Bug Description

I enabled the NoJS plugin, but now it always disallows scripts on local webpages. For online pages, clicking the NoJS icon gives "Preferences" and options to allow scripts, but for file:/// URLs I only get "Preferences."
