Bug Description
When the app is in narrow/phone mode and the toolbar has been minimized, resizing the app to wide mode leaves the toolbar in a state that where it is locked in the minimized state.
To reproduce:
1. Open the music app on the desktop
2. Resize the app to be in narrow mode (you'll know it's in narrow mode when the toolbar changes)
3. Flick the toolbar down so it is minimized
4. Resize the app to the original size in wide mode. Note that the toolbar is a state that only shows the progress area.
Expected results: Step #4 causes the toolbar to be displayed and locked in the full state.
