Partner - the "use parent address" behavior is not uniformized

The "use_parent_address" behavior is not uniformized depending address files, street1 and
street2 appear readonly whereas city / zip / country are editables.

This becomes when you install language module which defined a different address format than english.

Indeed, the xml layout is redifined in res_partner.py file, "layouts = {..." have look merge proposal !

To reproduce from fresh oerp instance:
install contacts module
load french translation
change administrator preferences language to french
create a company and collect addresses fields
create a new partner join to that company create before
look the behavior when checking use_parent_address
