maas-test run in a low-bandwidth situation can hang while downloading data

Bug Description

I did a fresh trusty install on a laptop and installed maas-test

Then I tried running maas-test for the first time. It first downloaded the KVM image and proceeded to boot that... Next it says that it has successfully installed maas into the VM.

The next step is do import boot-imates for saucy i386.

It begins downloading data and then simply stops.

This has LONG been a problem when downloading large amounts of MAAS data, it is not necessarily just maas-test.

IN this case, because I'm sitting behind a 10Mb DSL line, downloading data sometimes stalls. In the case of maas (when importing pxe/ephemerals) and maas-test (also importing pxe/ephemerals) it gets so far and then stalls and is left churning indefinitely.

In the case of my first maas-test run, it downloaded 800MB of data into /var/cache/maas-test and stopped.

maas-test itself appears to be in an indefinite wait.
