Some elements in UI don't honor UI scale settings anymore

Bug Description

My laptop is connected to an external monitor which I use as primary display. After few normal routines of suspend and wakeup everyday, I notice some UI elements in Unity don't respect UI scale settings anymore when my laptop wakes up and resume my login session and Unity even ignore the settings completely when I adjust around the UI scale in Display applet. This doesn't seem an unity bug, but rather a gtk apps issue... Unity-Control-Center seems to scale its ui correctly, and so does unity.

The only elements that are not scaling here are external gtk apps, which doesn't seem to respect gtk settings.

Plase provide the values you get from:
 gsettings get org.gnome.desktop.interface scaling-factor
 gsettings get org.gnome.desktop.interface text-scaling-factor

is that still an issue? could you add the screenshots to the bug, the external link is not valid anymore
