PXE Boot failure on slave nodes

Steps to reproduce:
1. Create new cluster (CentOS, non-HA, Neutron with GRE)
2. Enable all the platform products
3. When master node is installed, start slave nodes

All the slave nodes show BOOT failure

it looks like bootstrap profile was not registered for particular nodes

    Added docker-* logs to diagnostic snapshot

    Added directory `/var/log/docker-logs` and
    files `/var/log/docker-*.log` from master
    node.

looks like you used ISO with broken busybox. this commit should address this bug https://review.openstack.org/#/c/91336/
