OSTF initialization hook silently fails sometimes

We can work around this by running the initialization hook via puppet a few times until it works with a retry delay. Currently, the puppet code just continues even if the command fails by means of "|| /bin/true" which doesn't ensure that the initialization took place.

    Improve reliability of OSTF init hook

    OSTF initialization hook will retry every
    5 seconds for 250 seconds to try to set
    up its database instead of trying once
    and silently failing.
