Bug Description
In order to manage an AMT node, MAAS needs the amtterm package (which contains `amttool`). Right now, the package isn't a dependency of MAAS because amtterm is in universe.
Ideally it should be in 'recommends' and be installed with MAAS but this would require putting that package in main; that would take time. In the meantime, we should have a mechanism in place to get MAAS to warn the user about the missing package. Right now, the only failure you get if you try to commission an AMT node is a failure message about the missing `amttool` binary in the cluster's celery log.

Please let's not do workarounds in maas for packaging problems.
