With always on top unable to swith between windows

To reproduce:
1) Open two (or more) windows of some app, e.g. gedit
2) Check via right click on some of the windows "always on top"
3) Minimize other windows
4) Click on the gedit icon - nothing happens! App swithcher doesn't open.
