Custom constraints are not returned by template validation

Bug Description
If you validate a template using a custom_constraint field for a parameter, it's not returned by heat which removes the ability to check the result nicely. We should return it if possible.

Added field parameter identifying the custom validation
In the template file a field with custom constrain should
return in the parameter arguments a custom constrain value.
