Me-tv uses gconf, should now use dconf

Bug Description

GNOME has now used to dconf instead of gconf, so as the application is switched to GNOME 3, dconf should be used.

This issue has now been overtaken by events in that the old C++ evolution has been replaced by a rewrite from scratch using Rust. So as to allow for running on macOS as well as Linux, neither gconf or the newer dconf will be used for storing preferences.
