This bug can be closed/squashed (?). Issue was a package with a specific package - libcogl
Found error by looking in /var/log/ dist-upgrade/ apt.log
Performed sudo apt-get remove libcogl. I think was installed as part of cinnamon desktop.
Re-ran update-manager successfully
