kcheckpass fails due to not chmoded 4755

Bug Description

In a fresh install of Kubuntu 14.04 (brand new hard drive for root FS, old, 13.04 hard drive for /home), when I lock the screen via ctrl-alt-L or suspend and resume, the password entry box rejects my password with "unlocking failed". I've tracked this down to kcheckpass returning with an exit code of 1. When I did "sudo chmod 4755 /usr/lib/kde4/libexec/kcheckpass" as per this post: https://www.kubuntuforums.net/showthread.php?45163-kscreenlocker-authentication-failure , it works once again.
