To reproduce:
1) Simple deploy;
2) Ubuntu or Centos;
3) Neutron GRE;
4) Sahara;

Error during controller installation in puppet scripts:

Fixes bug in scheduler filter for Sahara

Introducing schedulers in Nova compute competes with Sahara filters.
Added logic verifies if Sahara is enabled to add some required filters
