Unavailable node panel has invalid cursor

Panel of a node with disabled checkbox (unavailable for selection) has a 'pointer' cursor at the same time. There should be a 'default' cursor.

    Node panel style fixes

    1. Set default cursor for disabled nodes instead of pointer
    2. Node panel styles are optimized and refactored due to less nested rules style
