Outline with Ctags does not handle parenting correctly

When using the outline plugin with a non-vala file, any enum/class/namespace/etc that would normally create an expandable item does not work. The SoureList items will be created, but they will not be associated with their parent. This also presents another problem where certain sourcelist entries, when clicked, do not take you to the correct area in the code or take you to the end of the document.

I attached the Files (marlin-connection-dialog) C file as an example. When it's loaded the first 20 properties should be children under the MarlinConnectServerDialogDetails struct. Any of the bottom functions when clicked will take you to the bottom of the source.
