ceph for images, volumes, nova, objects

primary controller was raised as "failed" during deployment, but no obvious puppet message was found, puppet ran a second time but second controller started running at the same time

looks like mcollective is hung. anyway, deployment should have stopped due to first controller fail

there are no mcollective logs showing any error, thus I am marking this bug as incomplete until we have a reproducer with more verbose log
