Not able to upgrade from Ubuntu 13.04 to 13.10
I have attached a screenshot of the pop up i received when i tried upgrading.
I just hit send to the report it generated.
My knowledge in computer technology is zero.

Reviewing the files from your upgrade attempt you seem to have enabled the xorg-edgers-ppa. This will prevent the upgrade as that PPA contains different versions of packages essential to Ubuntu.
