time picker does not match value of start/end field

- create a new event
- the "Start" field shows 00:00
- click in the Start field and the time chooser is shown

Expected results:
- time chooser should show 00:00 to match what is in the Start field

Actual results:
- time chooser shows 00:30 which is not correct

Same thing happens in the end field. The field value shows 00:30 but the time chooser shows 01:00

After playing with this more, we should also ensure the End Time gets adjusted based on the value selected for Start Time.
For example, if Start Time is adjusted to a certain time, End Time should be automatically adjusted to be Start Time + 30 minutes. This currently does not happen

I did run into the same problem. Should I file a new bug or is this issue still tracked by this bug report?
