Bug Description
The following fix breaks

work with transient clusters. If user tries to launch a job on transient cluster, there is a 50% probability that the job will be rejected with the message stating that cluster does not have Oozie service deployed, even if it is there.
Our resolution is to revert the fix for Fuel 5.0
