[nailgun] Run additional controllers in parallel

Currently we deploy controllers one by one: https://github.com/stackforge/fuel-web/blob/master/nailgun/nailgun/orchestrator/deployment_serializers.py#L359

According to findings from Lukasz, we can easily deploy them in parallel: https://lists.launchpad.net/fuel-dev/msg00708.html.

If we are about to fix in 5.1, then it should be High priority, as it reduces deployment time, and consequently speeds up development cycle.
