Cannot use horizontal scroll bar when window is docked to a side

Bug Description
Steps to reproduce:
1) Open unity webapp for GMail
2) Dock it to a side; open a message which is out of your view and gives a scroll bar
3) Try to scroll horizontally by clicking on it
Expected behavior:
The pane should be scrolled to let you view other part of it
Actual behavior
An 'Options Bar' comes in you way with 'Back and 'Next' buttons stealing focus from the scroll bar

Bug works even without docking to a side for me. Luckily, I have touchpad.
But this is not a bug of GMail WebApp. It's bug of Ubuntu Browser.
